Lamka, March 06, 2006: Acute shortage of manpower and staffs of various government department offices in Churachandpur town and breakdown of civil administration in the interior areas of Churachandpur district are still a cause of concern if reports received from various quarters are anything to go by.
This has been so despite the fact that the government authorities are making high sounding claims that a great deal has been done in this respect at various point of time.
Most stupefying in this regards are that in the district industries centre, DIC office, there exist a general manager and account officer only with other subordinate staffs.
Generally, there has to be an assistant manager, functional manager credit establishment infrastructure, KVI, project manager machinery, account officer and development officer separately.
However, this seven post are totally nonexistent resetting that as of now a mere development officer are under compelling circumstances appointed as general manager thus violating all normal regulation of civil services conduct and fundamental rules of government services 1962, according to a source.
Further in violation of all norms and services, the SE under PWD circle Churachandpur who have been made to attend office since 1980 have been attached to the main office at Imphal after two years since 1980.
In addition, subdivisional officers of Henglep, Parbung and Thanlon have not been restored despite the government claiming that it was done so since February 2006.
Out of here, according to sources, all government school and junior high school, medical services from PHSC, PHC and other departments of development agents is in a bewildering situations/conditions.
With most school building of the government no more existing in the interior areas coupled with teachers reluctant to turn up at their places of posting and even admission to such schools being done from Churachandpur town, it is everybody`s guess on how effectively such schools in particular would do their assigned duties for which they are paid.
These are some of the few instances and a look on scenarios about the 100 bedded district hospitals revealed more about the plight of government departments.
Indeed the hospital is on the brink of collapse just because of acute shortage of nursing staffs for general duty on rotation and doctors.
The problem become more acute till recently when there are no nurses available to be on duty so much so that yesterday when some person injured due to road accident were hospitalized, there was nobody to give them even first aid treatment, this was what this IFP correspondent seen and witnessed.
The problems has cropped up primarily due to the government`s failure to appoint fresh nurses for filling up the vacancies created out of retirement of older staffs on superannuation and secondarily due to utilization of some existing nurses in wards that are regarded as least important and need no regular duty.
And to tide over the situation, the medical superintendent M Lachin Khai issued an order according to which an internal arrangement have been made to provide better and efficient care of the patients. And as per the order, four nurses have been placed at the disposal of mattress to be utilized at various wards according to necessity.
