Commission to inquire into molestation, rape allegations

Imphal, March 20, 2006 (PTI): The Manipur government has constituted two commissions of inquiries to investigate the allegations of molestation of a lady teacher by police commandos and rape of tribal girls by militants, official sources said today.

One commission of inquiry would look into the alleged molestation of the teacher in police custody from February 21.

The other commission of inquiry would look into allegations of molestation and rape of Hmar tribal girls in Churachandpur district on January 16.

Both the commissions would be headed by Justice (retd) S P Rajkhowa and the reports would be submitted within May 17, the sources said.

In the February incident, police commandos attached to Thoubal district police station had arrested a lady teacher, friend of an insurgent named Bikash who was killed along with four police commandos in an ambush, on February 21.

The teacher, who was released after the police failed to produce evidence against her, had told the local media that she was “tortured, harassed and molested” by the commandos for nine days.

Five police commandos, including a sub-inspector, were later suspended.

The report of medical examination of the teacher was not disclosed. It was submitted to the Manipur Human Rights Commission (MHRC) which has taken up the issue after it rocked the just-concluded Manipur assembly session.
