Imphal, September 18, 2006: Considering the existing trends of planting IED’s in public places in the state the Manipur Legislative Assembly today adopted a resolution to such action.
The resolution to condemn over the frequent plantation of bombs in public by the house was adopted following a motion raise by senior opposition MLA O Joy Singh on the agenda on a matter of public interest during the session today.
Raising his motion, O Joy draw attention of the house that a new trend of planting IEDs in public places have developed in the state after the twin incidents of the bomb blast at ISKCON and firing incident at a Churachandpur Church and gives his strong observation for making thorough investigations into the incidents and condemned such act of terrorism.
Later, giving his observation, the chief minister O Ibobi Singh supported Opposition leader’s suggestion and categorically claimed that recent series of IED’s plantation in public places of the state were the act of terrorist and can also be termed as an act of demonstrating the power of UG in the state.
The CM also recalled the House that the state had witnessed such trends since the underground movement intensified during the early 1980’s.
He also said in the year, during the year 2004, there were incident of 37 IED blasts in which three person were killed and 30 were injured,.
In the year 2005, altogether 26 persons were killed and 75 injured in 66 blast incident in the year 2005.
For the current year, there have been 33 incidents of IED blasts during which 17 people were killed and 73 were injured.
Asserting the trend of IED blasts have been increasing with more and more casualties being inflicted, the CM observed time has come for expressing condemnation by the House on such activities.
On the other hand, the motion for providing of pension to ex-MDCs and ex-Municipal Councillors which was raised by the Opposition MLA BD Behring during discussion on matter of public interest was rejected following the announcement of Chief minister O Ibobi that such introduction of scheme may create another financial burden to the state despite of working various unavoidable similar liabilities of from various government department.
